Sound toggle question

Everytime I power cycle my watch, the sound toggle/settling on the watch changes back to sound from vibrate/silent. This is annoying because my watch rings in meetings and everyone looks at me funny. Anyone know why this happens or how to get it to stay on vibrate?

Have you tried going to sound settings and lowering the ring volume there to vibrate? That's how mine is set and it will always vibrates after a reboot. Not a direct answer to fix the toggle question, but it may help.
