speak caller id?

I just activated my G3. It has stock 4.3.

How in the world do I turn on speak caller id without using talkback feature?

Check and see if it's in "drive mode" from the navigation bar. My friend puts her phone in drive mode on purpose to hear the caller ID.

Settings > My Device > Hands Free ..... turn on and in the settings check the boxes you want to speak out loud.
