Still can't DL files from email

With my AT&T Galaxy Note 4, which is up to date, I still can't DL files from email or it takes as many as 5 - 10 minutes to find a server and start downloading. With my Note 2 there is no delay at all, what's going on? The same thing happened with program updates and it took forever to download those.
