There's a "once every 24 hours" check in the update system. If you've checked less than 24 hours ago, you automatically get the "phone is up to date" message whether there's an update waiting or not.I had checked multiple times yesterday for updates and it kept saying my phone was up to date

I've never noticed that on any of my phones on Verizon
It's more of an AT&T limitation they do on their branded phones. That's the only one I've heard of with it. Definitely doesn't apply to Pixel.
Never new AT&T did that.
