Swiping on lock screen behavior

Half the time when I swipe up on the lock screen I get this odd Apple IOS-looking notification panel and the other half of the time I get to my pin keyboard to enter pin. What the heck? How do I turn off that swipe up notification panel?

If you have face id enable this settings I circle should be off in biometric settings face id

I had the same and it drove me nuts before finding out it was NotiStar
