I want to sync bookmarks from my Chrome on desktop to the Samsung Internet app on my phone but cannot find the "Sync Internet" under my Google account. I could do that for my Note 2 but not this. Did I not do something? That option is not available

The "Sync Internet" Option has never been available for the Google Account, it's always been available under the Samsung Account.

That is so not true. My note 2 has the "Sync Internet" option under the Google Account and I could sync that account bookmarks to all the browsers and it is Android 4.3. I need to sync bookmarks to the stock browser because I use that one. For Note Edge, the bookmarks were synced (not automatically) to Chrome App but I wasn't sure how the Samsung Rep did it.

There is, it's just called Chrome or Bookmarks now. The Note 2 still used a stock browser that was integrated with Google's Chrome code. I think that from the S3 forward, Samsung decided to re-code their browser and starting relying on their own S-Cloud account for syncing, so now the stock browser and Chrome don't play nice (which is why the rep probably had to sync them manually rather than automatically). The Samsung account option is still called 'Sync Internet'.
