System issue

I just hung up from a phone call on my new Razor phone and the screen went to the emergency call screen. I can't get back to my home screen or make it go anywhere but this emergency call screen. I have tried removing and reinstalling my sim card and also did a couple of soft resets by holding the power and volume down buttons simultaneously. When the phone powers back up, it is still stuck on the emergency call screen. Any suggestions?
