Tab3 8.0" won't download

My Tab3 8.0" suddenly decided to stop downloading/saving files to the device. I bought it primarily for app based GPS navigation. I had previously been able to download GPX files no problem, as well as pictures and PDF's. Now when I attempt to download something the "Starting Download" notification pops up and quickly disappears. I get no "Download Complete" notification and the files are nowhere to be found on the device.
Any help would be appreciated, thanks.

Welcome to Android Central! Try going to the App Manager, selecting Download Manager, and Clear Cache/Clear Data, then Force Stop. Now try again.

If that doesn't work, try booting into Recovery and wiping the cache partition, which won't erase any personal data: Reset: Samsung Galaxy Tab 3 | T-Mobile Support
