You dont need one. It is built into the phone already.
go to settings>Wireless &Networks >more...>Tethering and portable hotspot. Then you set it up there.

It is free to set up on the phone, but cariers like AT&T will monitor your bandwidth usage and many times will charge you for tethering. I know AT&T does this but not sure about T-Mobile or others. This happened to me and I pay $10 a month more now an dmy grandfathered unlimited data was taken to 5 GB monthly on the tethering plan.
 
I am looking for one of the apps that allows it for free. WiFi tether or similar....do any of those work on the N4?

As far as being "Free" to set up on the phone, that is always going to be free and is a native part of the OS with most Android phones including the N4. Android or Google will not charge you to set this up or use it. Where you may end paying is from your carrier, a better place to pose your question may be to contact your carrier and ask them about their policy on tethering since they are the ones who would potentially be adding a charge or surcharge on to your monthly bill depending upon your plan with them. Different carriers have different plans so they would be your best place to ask.
 
The built-in tethering feature is free. I've used it for years on AT&T without a tethering plan and have never been "caught", but I was never on the non-smartphone plan like KenDavidson and I never use ridiculous amounts of data. Don't use FoxFi. You have a Nexus! The free built-in tethering is one of the main benefits to having a Nexus!

T-Mobile does not block tethering on prepaid plans. I use the native tethering app on my Galaxy Nexus.
 
It also depends on what you are tethering. Some carriers use the browser string to determine that you're using a desktop device on a mobile connection. I use it to tether my N7 so I don't expect to have that issue. Either way it's easy to change the string.
 
I just switched from a Tmo classic plan with tethering (had a grandfathered plan and didn't want to lose it if I ended switching from the GNex to a Tmo locked phone) to a value plan with no tethering.

CSR asked me which phone I had and just said "we know it's unlocked and can tether" but inferred that as long as it's used in moderation no big deal. I've tethered my iPad and Windows 7 laptop a couple of times in the couple week since I migrated to Value and no blocking.

its free.. you are using Nexus so ATT will never know. ATT will only know if you use ATT branded phones. thats the advantage of nexus from google.
