Me an my husband and many of my friends all have our "read receipts" turned on. Most of the time after i send a text message it will show the time and a message below the text saying "sent" then shortly after it will say "delivered". Then once they read it, it will say "read". But that puzzles me is sometimes when sending a message to the same people it will show me the time and a message below the text that just says "sms". Even after they reply back it never changes. Why is this.

It sounds like you're relying on the read-receipt feature of RCS messaging. Sometimes - perhaps as a result of mobile network issues, or something going awry on the servers that handle messaging traffic for your mobile carrier (or perhaps the mobile carrier of the person with whom you're corresponding).
The same thing happens with Apple iMessage - every once in a while for some unknown reason, messages will send as ordinary SMS instead of iMessages.
