Text messages not downloading

My OnePlus 3 refuses to download text messages from people I text ALL THE TIME. It gives me an error message that reads, "can't download message. Tap to retry." But it won't download the message until some random day a week later. I keep getting useless notifications about it until it corrects itself magically. Any one have any ideas? I'm using the stock text messenger, Oxygen OS 4.0.3 and Android 7.0

Your mobile data is on, right? Have you checked to make sure your APN settings are correct for your carrier? What is an APN, and how do I change it? | Android Central

Add the usual advice to wipe the system cache and reboot.
