Phone to phone wouldn't work either which was super odd. It did fine when I did my S10+ to 20 ultra.Since you backed up to PC with smart switch. I would just plug the Usb C that came with the phone. New phone into old phone.
I've had a better experience that way. My messages wouldn't transfer either thru smart switch. So phone to phone had no issues.
