The hotspot vs Wifi feud is driving me crazy

Background: I've been using wifi hotspot with unlimited data for years. Note 2, Note 3, Note 4, Note 5 and Note 7. Works just fine. Never had a lick of issues.

Now I have an S7 Edge and the hotspot is feuding with location accuracy. When I go into Google Maps it thinks I'm about a mile from my current location. It wants me to turn on "Wi-Fi Scanning" to improve my location. I do that and it then finds my location to within a few feet immediately. The downside is that it also immediately turns off the wifi hotspot. If I try to turn on the hotspot it turns on but immediately turns off. It will not stay on until I turn off Wi-Fi Scanning. If I turn off Wi-Fi scanning to use the hotspot then GPS accuracy goes to hell.

In the past, with all the Note phones, I had highly accurate GPS and hotspot. What the heck did Samsung do to the S7 Edge to screw this up? And, is there a way to fix this?
 
I'm not using an app. Hotspot is part of the phone. It's on the "Quick Connect" section of the notification shade.
 
okay are you using an unlocked S7 Edge or a carrier-branded version and are you on the nougat beta?

It's a locked, stock Verizon phone and not on the beta. This has been happening since I got the phone as a replacement for the Note 7.
