Even if they did have the marketing money they don't have the name factor of Samsung or Apple, it'd just be wasted money. HTC hasn't saved any market with the S4 selling 10 million in under a month and on track to being the best selling Android phone of all time, and with the 5S more than likely selling more than that. They've managed to save themselves which is more important.
Next year is going to be interesting though. WP8 is slowly and surely gaining ground regardless of people's perception in this thread, it's looking like Sony might actually start selling phones on US soil instead of customers having to import them, the next iPhone will have a radically new design with a bigger screen, the Galaxy S5 will have a flexible screen, and with the help of some reviews and people in general bashing plastic, more than likely have a metal body. HTC is going to have to bring it again.
Let me address the first point by saying Samsung became a popular phone name for its memorable marketing against the iphone and Apple 'fanboys' in 2012. You can see this engraved in its stock history.
The second point makes sense because of the Windows phone making the same marketing ploy as Samsung did against Apple, but attacking both Samsung and Apple 'fanboys.'
What HTC needs to do is invest more money into its marketing. HTC can have a phone that can scratch your *** with a laser beam from space and you wouldn't pay much attention to it if it didn't have proper advertising.
