3g vs 4g? You lost me there... There is no 3g only / 4g only version of the HTC One.

There is U (GSM) and there is UL (GSM/LTE). They both use the same hardware but software-wise they are different. In the U version, LTE is disabled and can only be enabled by changing Model ID, CID and flashing a European RUU (or any that supports LTE on UL versions).

I have no idea. If your Model ID and CID of your device are the same as your brother's (which I strongly doubt), then you should have received the update as well. Since your brother has a UL device, I am assuming his Model ID is PN0710000 while yours is PN0711000 so you're going to have to wait and be patient until you receive yours, OR you can change your Model ID and CID to match his in order to receive the OTA but that'll be a pain in the ****.

This is how you change Model ID if interested: [TUTORIAL] How to change the MODEL ID of the HTC One including video link - xda-developers

Model Number is different from what I am talking about, MID. MID can be obtained in fastboot by typing "fastboot getvar all".
