I really haven't been paying to much attention to when exactly AT&T started pushing out the Oreo update, but for the last week I've been checking my phone for updates every couple of days and it always says your software is up to date. Has the AT&T update for the Note 8 been widespread?

I got Oreo on xfinity three days ago. I switched from att partly because they wait forever to release updates.

Not sure, but I think the upgrade is widespread. I hadn't got mine yesterday and talked to ATT customer service and got the impression I should have gotten it by now. The ATT rep tried to push the update to my phone, unsuccessfully. In my case, the problem may have been related to the fact that I tried a Galaxy S9+ and returned it (because of issues with camera quality) and it seemed ATT systems were confused. There was an IMEI mismatch in my account. I ended up downloading the update and flashing it manually, which worked fine. The IMEI has been properly set and I should get OTA properly now.

I got mine March 29th, At&t and they've taken out the option for personalized notifications wth?

I got it a week ago with AT&T here in Miami. Don't hold your breath as there are some old features that are missing that they didn't put in the Oreo update.

I still haven't gotten it here in Wyoming, on 7.1.1 . Not sure if I really want it though, seems there may be some problems.
