Trouble with Instagram video even though I have the minimal Android OS (4.1.2) required

I can watch videos, but theres no record video button, just the old camera button. Anyone else having this problem. I do have, as stated in the title, Android 4.1.2.

I had that problem too but now the video button has appeared after two updates from Instagram. Now I can't even post videos for some reason.
