I have read in a few spots that you need to root your note in order to get a notification on your note. Is this true I have a Wi-Fi only tablet does that matter? Any help would be very great thanks so much

Nonsense, if you've set up your Twitter account on your device, you will receive notifications in the panel - it does only say 'New Interactions' & the Twitter symbol, but it is a notification!

I am pretty sure I set it up correctly one my tablet but I do not get any notifications in my panel. I am not a super twitter tech guy juapst like to follow the news tweets and such. So maybe i am not doing something correctly thanks for your help

Go to 'settings' - application manager - scroll down to Twitter, tap to open - check the box ' show notifications' ! Hey presto - should work.
