Unable to install purchased apps to Xoom...

I've had issues where I press to download the app, it starts to download it but then just disappears ...no trace of the app and in the market it looks like I never tried to download it before

this has been with free apps tho, I never tried it with a paid app

If I was to get charged for a paid app that failed to download and when trying to download it again the android market tried to charge me again I would feel justified in putting on the pirate hat...
 
Xoom WiFi - Rooted.
I have been receiving:
Purchase cancelled - Error Processing Purchase
Retry - Cancel
I have uninstalled updates for My Apps. Clear Data-Force Quit Maret Place
Removed/Re-Added Google Account - added new Credit Card Payment
Created new google account and new credit card

I'm able to purchase apps via the web at Android Market Place and then it sends it to the Xoom.

I'm out of ideas...............Wondering if it is on Googles backend?
 
I'm able to download from the Android Market via the web and set the app to install then go find it on the Xoom Market Place and install.
Very Odd.
 
Go to my apps and at the bottom there should be purchased not installed click install and accept the permissions it should then install. There seems to be a glitch between the first time you accept the permissions and the install while it is downloading.
