Unable to receive pic messages

My wife has this phone running on at&t straight talk. She is able to send mms messages but not receive. It gives her the option to download but says unable to download.

My phone does something similar, I just turn off wifi and it will then download. I've thought about looking into the problem further, but I get pic messages so seldom it isn't worth the time to find the solution so I just use the temp fix.
