UNABLE to write reviews for ANY app!!! "error retrieving information from server"

NO MATTER what app I try to review, INCLUDING ones preinstalled on my phone, it ALWAYS errors out as "error retrieving information from the server" EVERY TIME!!! ALL APPS ALL REVIEWS I try to submit, SAME error!!! Hoe do I fix???

I think you need to sign up for Google + to write reviews in the Play Store. Have you done that?
I know, I know ... Google rules

It might just be a server issue. I would give it time and see if it changes.
