Upgrading Android in Tablets

Got a couple of very basic tech questions about the different OS for Androids. I own a Windows computer and if I want to update the OS I have to buy Win7 and load it on my system. I own a Droid X and Verizon ships out Android updates without charge? I want to get one of the cheap Android tablets that come with 2.1 or 2.2 and when I looked at the Google Android OS page, it just listed the new OS 3.2 available for download.
Can the 3.2 be loaded onto one of the lower priced Android tablets in place of the 2.1or 2.2 systems that are on them now?
I want to get one of the cheaper 10" units to use with a VDRO display for my lathe. I might carry it around as a normal tablet system sometimes, but mostly it would become a display unit so I don't want to spend big $$ on it. I am interested in the new 3.2OS because it lists working with different display sizes as one of its features.

This depends on your manufacturer
if your manufacturer say "Motorola" does not roll out an update you cannot update your tablet normally.
To update you will need to flash the new version of Android.
