I see in my gallery that I have my past Picasa Web Albums ( I think they downloaded automatically) does anyone know are those stored on my phone are in the cloud? and if they are on my phone, and I delete them, I'm not deleting them from the cloud also am I?

You can delete them and they will not be deleted from Google/Gmail. They do take up some space on your phone but probably not enough for you to worry about.

I also have them & am wondering how they got there and if deleted will they return? I couldn't find anything that looks like it controls or gives permission for Picassa photos to show up on my phone. In my case, it's just some, not every album. The other thing I have discovered as a Flipboard side issue is I can only flip photos from local storage. The Picassa photos on the phone appear to flip into Flipboard successfully when requested but don't actually work. This is a Flipboard issue but it related to Picassa phone photos. Hope that helps someone.
