Unique Idea, I doubt it would be actual balloon balloons - they did say solar powered.

They're balloons, but they're large and fairly complex ones. I've added a second video to my post which details the technology. It's very cool.

Extremely cool, I am surprised they didn't "pretty up" the balloons a bit more. That is seriously cool, ground wiring is a bit dated - not sure why my government is trying to lay fibre cables now when they can do it wirelessly - probably the belief of hackability.
