Uninstall and reinstall of the Google Home app on your phone is not the same as factory reset the Home speaker itself; and then start over fresh & clean.

Have you tried setting up a Google Voice command model on your phone yet? I know that some say you don't "have to" but it certainly doesn't hurt. I don't know what exactly is wrong, but something about your speaker is not recognizing who you are and what your music, weather, etc preferences are.

I just setup a new Home Mini for my elderly father-in-law last week. I helped him create a Google Voice model on his phone, so his phone and Assistant recognizes his voice. After doing that I plugged in the Mini and let it boot up while downloading the Google Home app on his phone. Then I setup the Mini using the Home app and it recognizes his voice, plays music via our preferred choice (Play Music) and gives all weather prompts in F, based on what I set in his settings.

Doing it in that order has worked for me while setting up numerous Home speakers and Home Mini speakers.

I further investigated the issue. Found that the weather units definition on my cell applies only to Google assistant on my phone, but not to that of the google home Mini. How possible then to resolve.?

Google Home is just a conduit for Google Assistant, so it should still pay attention to your preferences.

Open the Google Home app, tap tap your Home Mini, then the gear icon, then Recognition & Personalization. Is "Allow personal results" toggled on?

All I know is what I posted above, how to set your Home speaker to use F or C:

Choose a weather unit:

Make sure your mobile device or tablet is connected to the same Wi-Fi as your Google Home speaker or display.

Open the Google Home app.

Tap Settings > More settings.

Tap Weather.

Choose a weather unit.

Did that exactly with no success. Tried to change google assistant voice and it worked also for the google Mini home but not as per weather unit. Maybe a bug in google internals.

I just found some articles on the Google Home help community where others had the exact same issue. One resolution was to tell it to use Celsius; speak this to your Home speaker:

"OK Google.....Change to Celsius"

Suprisingly today after redefining again the voice match within Google Home on tab Assistant, weather units changed to Celios as requested. Also music link started to work. The only difference this time was that Google Home Mini was unplugged from charge while doing so. Now both Google Home mini and Google assistant on phone use cellios as requested. Just to let u know and thx.
