Weird charging behavior?

AC Question

I have international Samsung Galaxy S3, I noticed that my phone charges very very slow, I tried 3 different cables and charged still the same result, so I downloaded a current monitor it seems it is charging with a lower current that it is suppose to be, however if I unplug and plug the cable back in the mA will change, it varies from 0, 100, 200, 400, 460, 600, 700, 800, 900, and the normal current (1000) mA, if I get 900 then the number will go down, usually to 100 mA, if I get 700 mA then it will sometimes go up to 900 mA then back to 800 mA, do know that if I move the tip of the cable the current will go lower, if I'm lucky to get 1000 mA I will have to carefully not touch it, which is hard considering my desk is small
 
Yes that is me. Forgot to register haha

I have some additional details, if I use Synapse and check the "ignore unstable power" box the mA will be 1000 as shown on the monitor, however this might be false, as my phone will discharge when charged, even when screen off
