What can I do to stop the commercial running on my phone when not in use and while in use.

It's a local commercial. The WiFi is off. The commercial plays when unplug from the charger or looking at videos on Youtube.

You'll need to uninstall whatever app is pushing that ad to your phone. Start with any apps that you installed just prior to it starting, then work back to apps that got updated around the same time. As a side note: free apps are rarely actually free
