What does “dual SIM settings always running,” mean?

This is a moto z4, and in the memory usage it says
dual sim settings
12 MB / always running (99%)

I did not think moto z4 has dual sim settings so I’m trying to figure out what it means .

What's the exact model number of the phone? My understanding is that the US version is single SIM, but the international version is dual SIM.
 
Dual Sim settings is a system app included in Moto phones with this capability. Most, if not all, Moto phones are Dual SIM capable but this feature is disabled in the devices sold in the US, carrier pressure or whatever other reason.
 
A similar thing happens with other brands, like OnePlus. The branded models (T-Mobile) are single SIM, in theory, but if you change the ROM to International and buy a dual SIM tray then you have a dual SIM phone!
 
This is a phone that I purchased through Verizon, in the US... how could the dual SIM settings be turned on? Or why would they be?
I don't know, it seems someone didn't do a good job when disabling the dual SIM capability or maybe they are still using the same system app for your single card settings.
 
It's not that unusual for certain common system apps on a device that have absolutely no function. For example, I've had tablets that have system apps related to Phone and SMS/MMS, when the tablets themselves had absolutely no native calling or texting ability.

It's possible the Dual SIM Settings app actually has an important role in managing your phone's single SIM -- they just didn't change the name of the app.
