What does 'buy an unactivated device' mean?

So, while ordering S7 from Best Buy it gives me an option to buy unactivated for the full price.

Does this mean that I can get the phone for that carrier, say ATT, and put in any ATT sim?

I have an iPhone 6s and would want to switch just the SIM but keep using both. Can I do that by just buying it as ATT unactivated device at full price?

Yes so long as it is from the same carrier,att phone, att sim would be fine
