What in the world is "Pixel Setup" in Pie, and how do I make it go away

Decided to clean reset my OG Pixel XL after the Pie update as the battery life was horrible. The reset, plus some careful settings management seemed to help with the battery problem so all good there so far.

BUT, the big but of course, there's something called "Pixel Setup" running, it has a notification in the top bar with the Google G, and it desperately wants to copy data from my old phone. I cannot for the life of me figure out how to shut down the process, and disable it. Been several days now and I haven't a clue!

I did a clean reset of the phone, and restored from various cloud sources. It thinks I have an old phone to restore from.
 
Evidently something triggered it - maybe even you without realizing it. (I looked for it - AT&T-branded phones have a setup app, evidently Pixels don't. I couldn't find it.) If no one here has any idea, try the Pixel/Pixel 2/XL/2 XL forums at XDA Forums. It's probably the same app/file in all of them.
