I was looking on my Chrome activity log in at the very beginning it says Tino setup wizard overlay

“Setup wizards” allow the user to manage apps. “Overlay” allows an app to display content over another app. “Tinno” is the name of the manufacturer of the phone.

Welcome to Android Central! Tinno is a Chinese OEM that almost certainly manufactured your phone. Google activity shows when any app pings your Google account to refresh data -- you don't have to be actively using the app for this to happen. Many apps will do this, including system apps. I wouldn't worry about it.
