What is "rated capacity"?

So, recently decided to go MagSafe. I love the kickstands, the wireless charging. Anker's had built-in emergency cables, too. Bought that one (a 10k, my sweet spot for portability). Nice sale price too at the time. Decided to get another, but sales were not in progress any more. Price had ticked up to some degree! As I was browsing I saw something that looked nearly identical from a company called Podoru and quite cheap, around $21. (See image below) As I'm looking at specs, it says "Capacity 10000mAh" but "rated capacity: 6000 mAh"

I'd frankly never heard of "rated capacity". I contacted them and the response was: "The rated capacity is the output capacity of the power bank as specified by the manufacturer. The power output from the battery cells must pass through a series of circuits, resistors, and other components, resulting in approximately 30% loss."

Uh. Is this something I just somehow didn't know, and likely to be true with the Anker too, or is there something odd here?

They are not wrong but surprisingly they would put that , anker or the better brands that rate 10000mah will be less than advertised capacity just they will be higher capacity than cheap brands as they cut costs, so Anker at 10000mah would be around probably 7500-8000 mah compared a cheaper one advertised at same capacity of 10000mah so more capacity then a cheaper one.

Usually phones like Samsung advertise capacity like on my s25u is at 5000mah but rated 4885mah . This is in settings>about phone>battery status
