All smartphones have cameras. AT&T used to have one for about $50 - they may still have something in that price range.

If all you want is the camera, check on Craig's List. There are some feature phones I've seen there for $20 or so. They may not work with your carrier, but for pictures you don't need a carrier.

Depends on what you mean by budget phone. You can get the LG G5 for $250 or Moto G Plus for $200.

My old ASUS Zenfone 2 had a pretty good camera, and their phones can be quite affordable.

The Nokia 6 has a fantastic camera for that kind of price range. I would go for either the Nokia 6 or the Moto G5 in my opinion! Saves you a bit of cash as well.
