What is this extra lock screen?

Just today I started having this extra lock screen popup. I have no idea what this is or why it's there. I haven't downloaded anything today or installed any apps. This is NOT my lock screen. Upon "swiping to unlock" it brings me to my actual lock screen. What is this and how do I get rid of it?
