Whats The Best Way To Reinstall Android

So my Evo is Rooted and running 2.2 with the 2.15.00.09.01 baseband. Everything is starting to get sluggish and I think its time I reinstalled android. I've tried CM7RC1/2 and they were surprisingly perfect apart from the roaming issues (the phone would go from sprint 3g->sprint 1x->then verizon 3g, which is terribly annoying. Also was this fixed in RC4?). I was wondering whats the best ROM to go with in order to keep root. I like HTC sense but it really doesn't matter if I have it or not. Thanks guys.
 
If CM7 was almost perfect except that one thing, then its going to be perfect. You can change the roaming option.

Go to Wireless & Networks -> Mobile networks -> System select -> Home only (CM has it worded different)

By default it is set to Automatic
 
I recommend trying the GPS fix. You will find it in any CM7 thread on Android Central or XDA. I guarantee it works!
 
Here is how to apply the GPS fix from the sense rom

1 - Go to the Market and download the app: MSL Reader
2 - Use this app to get your MSL #
3 - Launch phone dialer and dial ##GPSCLRX# (##4772579#)
4 - Enter the MSL Number from above
5 - Your phone will automatically reboot in 10 seconds
6 - After you're rebooted back into the Sense rom you can go and flash the rom.
7 - wipe the phone. Both cache partition and wipe to factory default.
8 - then flash the rom
