Whats the difference between the HTC ONE M8 made in China or made in Taiwan???

There shouldn't be any. Manufacturers have factories all over, producing the same product. (Not just cellphones - toasters, coffee pots, shirts - everything.)

Generally speaking, items made in Taiwan are of higher quality than mainland China.

I'd like to add that the overall screens of Taiwanese M8's have cooler colors while Chinese M8's have warmer colors. I suspect it involves the varying hardware used to get each device running, the same thing that keeps some M8's on 4.4.2/3 from getting S-OFF via Firewater
