when will the lollipop 5.2 update be made available on Galaxy Note 4 ?

Phone is getting slower and ****tier with every passing day... wifi doesnt turn off , TouchWiz keeps crashing , apps keep closing and opening, Oculus Gear VR has become almost impossible to use.... a nightmare

You mean 5.1, right? 5.2 isn't out yet.
And the short answer is that carriers never announce specific dates, you just have to keep following the specific forums for your device.

That said, clearing cache in recovery or a factory reset should clear up most of those issues.

Do you mean I have to do a factory resent in order to find out if I'm ready to download lollipop 5.2?

Unbelievable. There is no Android 5.2. How many times do you need to hear it. If you want to install a new operating system, a clean install is always preferable to installing on top of an older system. When I installed Android 5, I did a factory restore and I've had no problems. Of course, I'm denied the joy of whining that some seem to live for.

5.1.1 is the one you want, based on my experience with my Nexus 7. 5.1 didn't improve things, perceivably.
