Why not Google Play?
I cant buy the phone via google play in my country...No. The only place that you can buy the 16 gig Nexus 4 for under $400 is from the Play store.
The closest option I can think of since you seem to be against buying from the Play store for whatever reason is from T-Mobile themselves. You can pay less up front for it but pay more for it long term after the payments are done.

Although he hasn't expressed it very well, the OP resides in a country not supported by the Play Store. So he wants to know if there is a brick and mortar store he can buy from while visiting the U.S. at some future date.
Unfortunately, for him, the Nexus isn't sold that way. T-mobile doesn't sell it as cheaply as Google does. So the only option for someone outside a supported country is to buy it via Craigslist, Ebay, or some other 3rd party selling site. That option comes with risks, because you don't know who you're buying from.
The only other option I can think of is if he has a friend in a supported country that can make the purchase for him or receive the purchase for him and then forward the phone to him in his country.
