Where is "shortcuts"?

According to a "help" video on UTube on the Galaxy tablet in settings, under device, in the LOCK SCREENS portion of sound and display there is supposedly a Shortcuts area. I believe it is supposed to be between Clock Widget Options and Owner Information. As you might guess, I have no Shortcuts option available to me on my tablet. Any ideas as to why or how to turn this option on? Will appreciate any and all assistance. Thanks!
