Location is not an exact science when figuring out who will get the update first. The queue is set up by serial numbers. Now granted, for the most part the phones sent in bulk to the stores will be close to being in order in cetrain places. However, there is no garauntee that all the phones sent to one area were in sequential order.

I must just not be hitting my "check for updates" buttons correctly. at 4.1.2. I am currently on the correct version

I have it on mine. Got the zip file off of XDA from someone who got it earlier today. Did a manual update from the boot menu.
