Why am I still getting calls when I set my phone to do not disturb with no exception

I've done everything to set my do not disturb with no exceptions and I'm still getting calls

Welcome to Android Central! Which phone? Just to be sure -- go to the Do Not Disturb settings, then Calls, then Allow Calls. Is None selected there? Is the Allow Repeat Callers toggle turned off?
