Why are all of my File Downloads Pending?

I have been downloading files, such as .pdf,. Mp3 and so on, with no problems at all. Suddenly, a few days ago I tried to download and .mp3 and it's still pending. Today I tried downloading a .pdf and it says pending also. I have tried everything that my minimal expertise allows and I have searched and searched for answers to no avail. The only thing I know that could have changed is I started up my AT&T Active Armor service. I thought maybe it was blocking my downloads so I removed the service and I'm still having a problem. I typically use Brave browser but I tried downloading in Chrome also and the download won't even start. I cleared the cache in everything, including download manager, and now my downloads aren't starting in Brave either. I'm at my wits end. Please help.

Welcome to Android Central! Make sure your browsers have permission to access Storage (in the Settings>Apps menu).
 
Does this happen on both WiFi and mobile data?

What type of data plan do you have? Could your data speed be throttled because you used up all the high speed data allowed by your plan?
 
Yes on both Wi-Fi and data. I have AT&T unlimited. Everything was working fine until a few days ago and I've had this phone for about a month and a half now with no issues. My service with AT&T isn't the best so I use my Wi-Fi most of the time but neither is working at this point when it comes to downloading.
