Why are image editing apps so limited in their functions?

Im sick of having to download a new app for every image editing tool I need to meet my wants.. I just want to customize my art, but i need one app to make a descent negative image, another one to make an image thinner or wider, another to properly change color hues and saturation.. I don't want to make a selfie look cute, I just want to modify images properly without having to pay upfront for an app unless I can actually see that it offers the features that I want with a comprehensive UI.
 
Have you tried Adobe Lightroom and/or Google Snapseed?

Snapseed and Photoshop Express are the two editors I have on my phone.

Which editors have you tried and what features were missing in each?
 
Im using Pixlr for color hue adjustments, Photo Director for the overlay/image blend and text over image fuctions, Negative Image (self explanatory) and Make Me Thin to adjust size without keeping a balanced proportion ratio... These all work well for each reason I mentioned, but I'd just like to have one app that does all these things well.
Ive tried Adobe Photoshop Express, and it didn't seem much better than Photo Director or Pixlr..
 
You are definitely trying to do more editing on the phone than me. For what you are doing, I would normally go directly to Photoshop on my PC.
