Why are white dots showing up under my fingers, and how do I disable it?

I downloaded an app a while ago that recorded games from Samsung. The white dots started to show up then. I uninstalled the game and they don't go away. I have an s6 edge so I don't have the developer options or anything like that. Just wanting some help because it's annoying.

It sounds to me like Show Touches, which is indeed a feature found in Developer Options. You can enable Developer Options by going to Settings, About Phone, Build Number, and tapping on that seven times. Once enabled, you can switch on Developer Options, or, after you've done what you need to do in there, preferably switch them Off.
