Why aren't my downloads via Play Store completing on wifi or mobile data?

Wifi or on data. Downloads via Play Store cannot complete

Funny enough after an upgrade to 4.4.2, downloads are usually at low %. And just hangs there.

Welcome to Android Central! Try going to the App Manager, select Google Play Store, then Force Stop and Clear Cache/Clear Data. Do the same for Download Manager.

If that doesn't help, try wiping the system cache partition, which won't erase any personal data: Reset: Samsung Galaxy Note 3 | T-Mobile Support
