why can't a supervised user view the photos or video they made with the camera app?

We bought a Nexus 7 for my son so that we could use the supervised user feature, and he had been using it to make videos of his stuffed animals for quite a while. Then we had to send it in for service and the tablet got reimaged to the latest UI. Now he can shoot video, but cannot play it back.

In the camera app, if we drag from the right, we can see the thumbnails for his videos, but we get a "can't pay this video" message when he tries to watch them.

In user settings, there are two photos apps listed. We enabled one of them, the other photos app indicates that it is not allowed for supervised users.

This is key functionality for our kid! Why would you allow someone to make video if they cannot watch them?
