Why can't I make outgoing calls?

cannot make outgoing calls

I cannot make any outgoing calls on my Samsung s4. I can receive calls just fine. I still have 3g network and can still send and receive text messages fine and surf the net.

I also noticed that under contacts there are no contacts to display in my Google account even though i know they are all saved under there. I cannot even manually enter a number to dial as when i press the call button nothing happens. I cannot save any numbers either whether that be in my device storage, sim card or goggle account.

I tried pulling out the battery and sim and restart but did not solve problem. I tried logging out of my Google account and back in but still no joy. I put my sim card in another phone and it can make outgoing calls so i know it not a network problem.

I called up my network from another phone but they can't solve problem. It's very strange that i cannot save any numbers and it says i have no contacts under any phone or sim storage.
Any suggestions please?

A recent update introduced something called Direct Calling, where if you have a contact on your screen and hold the phone up to your ear, it makes the call for you.
I had an employees phone that wouldn't make outgoing calls. I went into Settings, Advanced Settings and turned Direct Call off.
Voila, the phone makes outgoing calls again.
This phone was an S6, so I'm wondering if the phone just isn't quite compatible with this feature.
