Why can't I send or receive pictures on my Galaxy S4 from US cellular?

Can't send or receive pictures galaxy s4 from us cellular

I have a galaxy s4 model SCH-R970 from us cellular. Calls, Internet, and regular text work fine. But when I attach a photo I get a "invalid destination address" I searched the net and watched videos on checking the APN settings, but when I go to settings/more networks/mobile networks/ the APN tab is not there. I've tried *228, removing battery and sim card and unlocked the developers Options. But nothing has worked. Can anyone help?

Welcome to Android Central! Have you asked this before? The question sounds very familiar. Have you asked anyone from US Cellular about this? Did you get the S4 through US Cellular?
