why cant I set cpu frequency

[AC Question]

I know most will say that i need custom kernel and so on... but for this i think it is not needed. I want to lower my max cpu frequency from 1.5 Ghz to 1.1Ghz as i have been doing on my phone on previous roms, but this one for some reason does not let me do this, all apps say that frequency was set successfully, but later when i check cpu stats i see that it was working as usual at 1.5Ghz, so maybe someone can tell me whats up...
Phone - Elephone P6000
Rom - MIUI 7 by mystory 6.1.14
Android 5.0.2, rooted

Welcome to the forum. You will have to contact whomever created that ROM and see if it has that capability. They may not have it built in.
