Why can't my Moto Z Force Droid pick up my old Bluetooth headset?

I just bought the Moto Z Force a couple of weeks ago. I've tried twice to pair it to my old cheap Samsung bluetooth headset (one earphone with a plastic loop over ear). First time, it wouldn't pair with the Samsung. Today it said it paired and connected but when I made a phone call I couldn't hear the call in the headset, only in the phone itself. I have a newer Plantronics headset that lets me hear the phone call but the person I called couldn't hear me. Why isn't Bluetooth working properly on this?

Welcome to Android Central! Go to Settings>Bluetooth​, and tap the gear icon next to the headset. Is Phone Audio checked on?
